This is a long story but worth reading.  Obama holdovers and anti-Trumpers are a huge problem.  We have the same problem in Canada where the Civil Service is a second arm of the Liberal Party who work to frustrate any Conservative government.  Luckily for everyone these bad actors are civil servants so they don't get much done.
