In a country where the healthcare system is broken - by that I say, incapable of handling any more demand then the forecast baseline of needs of the population.  Don't believe me, try the emergency room of any hospital in a major city in Canada - it's packed with patients and nothing is happening fast.  One of the solutions that seems to have come out of compassion is the concept of the cull.  Let's expand the concept of "compassion".  The Eugenicists have found allies in the health bureaucrats.
