The sanctions will continue until the NORKs get the message that their nuclear program is done.  Go quietly and with dignity or get turned to glass.  They only have leverage until the US and its Allies discover where their atomic assets are hidden.  The time is running out and things will only get worse.  No one cares about the street theatre with the out crumbling test site except for the Chinese who have to worry about radiation leakage.
